Oversees City of Memphis property tax freeze program for eligible senior citizens. This program freezes the taxes at the same amount owed in the year that eligible seniors sign up; taxes must still be paid, but at the lower rate if approved. Seniors must still turn in a new application every year and provide verification of income to continue with the program.

Intake Process:

City of Memphis Treasurer's Office will assist in process. Applicants may go to Treasurer's Office at 125 N Main St Room 301. Homebound seniors may send someone with their information to apply on their behalf. Applicants may also call Treasurer's Office and have application with instructions sent to them by mail; applicants must then mail completed application with copies of supporting documents. Applications available only through Treasurer's Office or online at website

No Fee


City of Memphis property tax payers must be 65 or older by end of year in which they apply; own the property on which they apply; own that property as primary residence; meet income requiremetns; provide proof of age, property ownership and primary residence, and income. Annual income counting toward income limits includes Social Security after Medicare deducted, SSI, retirement or pension benefits, VA benefits, workers compensation, salaries or wages, and interest or dividends.
